Rental property expense budget: avoid missing bills and double counts

Build a rental budget from tax, insurance, management, repairs, vacancy, debt, and reserves, then test weaker occupancy.

THE GOOD-TO-KNOW

Use named expense lines, consistent time periods, and a separate capital reserve before interpreting the cash-flow result.

A single operating-cost estimate can be useful for a quick screening, but it is difficult to inspect. An itemized worksheet shows which bills you considered, which are estimates, and whether the same cost appears twice. It also gives you a concrete list of documents and quotes to collect.

Match the expense period before adding

Property tax and insurance are often quoted annually, while management, utilities, and debt payments may be discussed monthly. Convert them to one period for the comparison. A $3,600 annual tax bill is $300 monthly for planning; it is not a $3,600 monthly operating cost.

That monthly allocation does not change when the bill is due. If it is paid in a lump sum, keep enough cash available at the payment date. An evenly distributed spreadsheet and an actual bank balance are different views of the same property.

Reduce scheduled rent for vacancy

At $2,400 scheduled monthly rent and 5% vacancy and collection loss, effective rent is $2,280. The allowance is an average assumption rather than a forecast of which month a tenant leaves. Keep a separate liquidity plan for an extended gap.

Enter other income only to the extent you expect to collect it. In RentWise’s worksheet, the vacancy percentage applies to base rent, not to other income. If parking or another payment also disappears during vacancy, adjust that input to reflect its own uncertainty.

Build a transparent operating total

Using $2,280 effective income, an 8% management allowance is $182.40 monthly. Add $300 property tax, $100 insurance, $120 routine repairs, $60 owner utilities, and $50 other operating costs. The monthly operating total is $812.40, leaving $1,467.60 NOI.

Check the management contract’s fee base. It may use collected rent, scheduled rent, a minimum, leasing charges, or another arrangement. An income-percentage input is a planning convention, not a claim that every manager uses it.

Keep financing and replacement planning separate

Subtract $1,400 in principal-and-interest debt service and $150 for a capital replacement reserve. The example’s spendable cash-flow estimate is negative $82.40 monthly, even though its NOI was positive. Debt and replacement planning explain the difference.

If your mortgage statement includes escrow, do not enter the full payment under debt while also entering tax and insurance separately. That counts those property bills twice. Likewise, avoid including a roof replacement allowance in routine repairs and again in the separate capital reserve.

The IRS residential rental property publication provides tax context for repairs, improvements, and depreciation. The worksheet is a pre-tax cash-planning model; its reserve transfers are not automatically tax deductions.

Compare occupancy scenarios before trusting the base case

The rental property expense calculator includes a table for 0%, 5%, 10%, 15%, and 25% vacancy. In that table, scheduled rent, fixed operating costs, debt, and capital reserve stay the same. Effective income and the income-based management allowance change.

This isolates one risk. It does not assume that a weaker year affects only occupancy. Insurance, taxes, repairs, collection, and turnover costs can also move together. Add separate scenarios for those possibilities rather than calling the vacancy table a complete risk analysis.

Common questions

What should support the inputs?

Use the latest actual bills, relevant quotes, management terms, condition information, and supportable rent evidence. Mark estimates so they can be replaced when better information arrives.

Can I use it for a cash purchase?

Yes. Set debt service to zero. Operating bills, vacancy, and replacement needs still matter, even without a lender payment.

Is a positive result enough to approve an investment?

No. It does not establish value, financing eligibility, property condition, total return, or suitability. It organizes the operating assumptions so you can investigate them more carefully.

Make the numbers yours.

Use your own inputs, review the assumptions, and compare a second scenario.
